The "Welcome To Fabulous Las Vegas" sign was designed in the late Fifties by Betty Willis for the Clark County Commission.
Here she is a few years ago, standing in front of the sign:

The sign was constructed by the Young Electric Light Company (YESCO) and erected in 1959 at the southern end of The Strip
to welcome visitors arriving from California or from the airport by car. It has been moved south several time as The Strip
expanded down Las Vegas Boulevard.
YESCO started designing and constructing electric signs at the beginning of the last century, and is responsible for much
of the famous Las Vegas signage in the post-war resort era. Here's link to a chronology of the company's work from its web
